Fair Maps Maryland Submits Public Information Act Request to Obtain Records of 2021 Legislative Redistricting Advisory Committee

**ANNAPOLIS, MD (October 21, 2021)—**Fair Maps Maryland, the nonpartisan, nonprofit organization dedicated to the abolition of partisan gerrymandering in Maryland, today announced that it has submitted an official Public Information Act request to obtain documents and records related to the 2021 Legislative Redistricting Advisory Committee. This includes any and all information that “will educate the public concerning the methods and processes used by the General Assembly in creating the maps that will be considered and that may become the Congressional and Legislative Districts of all Marylanders.”

The filing, directed to Senate President Bill Ferguson, House Speaker Adrienne Jones, Department of Legislative Services Executive Director Victoria Gruber, and the 2021 Legislative Redistricting Advisory Commission Chair Karl Aro, comes on the heels of public criticism of the committee for its lack of transparency and failure to release draft maps for public comment. The committee’s actions are in direct opposition to the promise President Ferguson made to Marylanders in July and September, when he said that maps would be released and that public comment was “essential” to the process.

“Senate President Ferguson repeatedly promised that this process would be transparent and that the public would have every opportunity to participate fully—thus far, this committee has failed to live up to that promise,” said Doug Mayer, spokesman for Fair Maps Maryland. “Maryland is the most egregiously gerrymandered state in the entire nation, precisely because past redistricting processes have allowed politicians to draw maps that benefit them. Every Marylander has the right to free and fair elections and to know how these maps are created. That right is being violated. Fair Maps Maryland will not stop until these obvious attempts at disenfranchising voters are put to an end.”

In addition to, “Any and all documents in the possession of the Custodians created over the last six (6) month period related to the creation of new Congressional and/or Legislative Districts for the State of Maryland,” the filing also requests the following:

  • Any and all maps created by or on behalf of any of the Custodians over the last six (6) month period related to the creation of new Congressional and/or Legislative Districts for the State of Maryland.
  • Any and all maps reviewed by the Custodians over the last six (6) month period related to redistricting the Congressional and/or Legislative Districts in Maryland.
  • Any and all documents reviewed by the Custodians over the last six (6) month period related to the creation of new Congressional and/or Legislative Districts for the State of Maryland.
  • All contracts with consultants in the possession of any and/or all of the Custodians for the creation of new Congressional and/or Legislative Districts for the State of Maryland.
  • Documents sufficient to identify all consultants to any and/or all of the Custodians for the creation of new Congressional and/or Legislative Districts for the State of Maryland.
  • For the last six (6) month period, any and all documents concerning the political registration of voters in the possession of any of the Custodians related to the creation of new Congressional and/or Legislative Districts for the State of Maryland.
  • All emails to or from Karl Aro over the last six (6) month period, whether in government or personal email accounts, concerning maps for new Congressional and/or Legislative Districts for the State of Maryland.
  • All emails to or from Karl Aro over the last six (6) month period, whether in government or personal email accounts, concerning redistricting efforts for the State of Maryland.
  • All text messages sent to or from Karl Aro, whether from a government or personal device, over the last six (6) month period, concerning maps for new Congressional and/or Legislative Districts for the State of Maryland.
  • All text messages sent to or from Karl Aro, whether from a government or personal device, over the last six (6) month period, concerning redistricting efforts for the State of Maryland.
